Does it have tape in it? Because it looks like a device I used to have that was used to seal small bags with tape (basically hold the neck of the bag, push it down through the slot, and it will automatically tape it shut with a neat little tab of tape). Great for sealing small bags of nuts, lollies, etc. (which is what the one I'm thinking of was used for).

Maybe it's just a similar looking device though.

From the context of where you got it/what he said about it, I'd have to wonder if it's used for adding electronic anti-theft devices for a retail environment.

 

Yes that is a tape machine used for sealing bags, called a neck sealer
