What does 4 oz, 6.1 oz mean exactly on shirts?

What does the "oz" rating mean on shirts? Sometimes you see 4 oz or 6.1 oz shirts. Does that mean the shirt actually weights 6.1 oz?

Does HIGHER oz mean thicker, better quality fabric?
