is it possible that once the license is installed originally it is tied to that computer/one-time use?

therefore you will have to contact icolor and tell them you bought a used unit and would like the license reset for you

if they say no, it is for the original owner only, ask for a discount

I am having the same issue. I purchased a used Icolor 560 that came with the dongle. It has the software on it and a file under the smartcut file named license key and inside a read only data file with the key info. When I go to install Icolor prorip software I get the same notice. If I choose the folder that the key is in I get the same error as op. I have tried saving key file to desktop with same results. I cannot install just smartcut as you suggested as that is not listed as a program but simply a folder with a manual in it. I have a support ticked submitted but wondering if anyone found a solution to this issue?
Did you resolve this issue? I have the same problem. I accidentally uninstalled my photo software from my computer and when I tried to reinstall it, it gives me same error as what your experiencing. I tried all the folders but no luck. Thank you!

it's possible that there is a 'delete license' after x# of installations

so if you bought used and it's not working you will have to get an updated license from icolor (submit a support ticket)
they have dongleless programs now, so they might give you one of those
they are good for 3 activations, then need to be upgraded later

This means it request license files to continue installation. Do you still have hardware key (dongle) for ProRIP?
