Delabeling of Branded T-shirts required before reselling?

Hello guys, first time poster here.

I have gotten to realize that there are a lot of cancelled orders for T-shirts and other garments due to COVID and was wondering if there was a way this unsold stock could be sold as a way of helping the small-time factories that are suffering because of this.

I then found out that the garments need to be delabeled. I have a few questions for you good folks :-
1. Do people buy delabeled clothing?
2. Which brands have a mandatory delabel before resell policy?
3. Any legal implications if you don't delabel the clothes?

I may have a few more questions, but answers to these should clarify my doubts a fair amount.

Any guidance will be great.

It would always need to have the fabric content and place of origin label, Federal law. The brand label is sometimes separate from that, sometimes not. I don't know anything about the specific question you actually asked, though.

All you have to do is draw a line over the brand with a permanent marker.
People will buy it, but you cannot list it online using the brand name.

This is what I have also read. So the brand name on the tag should not be visible at all? What about brand names or logos that are embossed or printed on the fabric?

Can you elaborate more? Are these shirts blank? There should be no reason for you to render them seconds by delabeling if they are.

And how would this help small factories?

Due to factories closing during the pandemic, we're finding shortages rather than overstocks.

There also are a lot of small factories here in India & Bangladesh who have suffered due to cancellation of orders and pile-up of unsold inventory due to that.
