Why is white ink important in some transfer paper?

I’m trying to create an adhesive to put Gold foil on top of, but I’m reading that you need white ink and I don’t understand why. Am I missing something with the A-foil, B-paper system. It seem like I could just use a regular printer. The white come off of the B-paper I thought?
