They won't sell to you. That is the point. They protect the channel.

i am looking for game jerseys. i have a soccer jersey that is a dri fit shirt that i got a long time again with a team i played on and i have a team now that wants them.

Unless you are established with other Nike competitors and you can show the ability to move huge volumes in specific industries ie Soccer and there are no competitors for that line in your immediate geographic area they likely won't even seriously consider you.

If you need Nike Soccer gear or something of that nature. Team up with a local speciality store to buy from them at discount or to be their printer if they don't do so already (most only do vinyl). However even when purchasing from them at discount it will be limited do to their contractual obligations with Nike.

I know a distributor that sells Nike wholesale... They have a website but I believe they only ship to Canada. It's hardly cheap but they discount for every dozen pieces. Message me for the info. Also if you're American and live near the border you can ship it to a holding facility and then just drive over and pick it up. I do that for some companies that only ship within the US.

I recently went to a Nike outlet mall store and bought a bunch of $5 white dri-fit shirts that they were getting rid of before winter. Figure I can use them for sublimating at some point. I know the Under Armour store clearances seasonal items as well. Just a thought. I've never seen either for sale on a wholesale site.
