1. buying plain t-shirts from other stores/places and pay for printing services

2. paying the printing company/group for the printing job and shirts

it depends on who will end up printing. some place will still charge shirt cost when you buy your own some wont

its depend who and where your planing on getting them printed. just make some call and see what they say and how much they charge.

Many printers do not sell the shirts to you at cost and make money on the printing. If by "charging cost" you mean not adding any profit on the shirts, I don't think so. Some actually charge you more if they have to buy and provide the shirts. So, it depends. Ask around and compare.
