Most likely that is screen printing with white ink. I doubt you would be able to inkjet print it very effectively. There are white papers that you can print on and press, but you would have to hand cut it. Or print black in areas that would blend with the shirt, but it would be noticeable.

Screen printing is the best method for this kind of print (if you are on a budget).

You could make that shirt using a heat press with a plastisol transfer, or a cut vinyl transfer. You could also make it without a press by screen printing it, or with a direct to garment printer. It would be much harder to make that with an ink jet printer though.
