Where to print shirts for my company's needs? Best prices?

New to the forum and have a few basic questions, and I hope these questions are in the right forum. We're almost done producing our t-shirt site:

My questions:
1. We have roughly 20 new designs that we want to print limited runs of (say 15 copies of each shirt). Would digital printing be the most cost efficient and top quality method of achieving this?
2. We're located in Orange County, CA. What printing service offers the best prices and quality? What price am I looking at per shirt with these specs: black t-shirt, 6+ colors. We do not need fulfillment services, just printing.
3. Which shirt offers the best feel in the cheapest price range?

I meant best quality within a fairly cheap price range: which cost efficient printer has some of the best quality in that range?best and cheapest was used a lot, and they just dont go together
Same with "6+ colors" and "limited quantities"best and cheapest was used a lot, and they just dont go together
Your best bet would be DTG (direct to garment) printing. 6 colors requires a lot of prep work and a lot of clean up work afterwards for just 15 shirts. I'm afraid there is no cheap or even reasonably priced way to do this, except DTG. But then I don't know how much DTG costs, but I do know you can print smaller quantities that way.
