I have a navy blue shirt that has a orange logo with a white outline. What is the best technique to get the white outline?
1. Should I create 2 screens: 1 with the white base and 1 with a smaller image (to give the outline effect)
2. Or should I create 2 screens: 1 with just the outline and another with the image?

you would just need 2 screens

Putting orange on navy, I would do the entire image in white (including the outline) and then overprint the orange inside it.

sounds good to me........depending on your artwork you might have to hit the white twice, or you may have to make a highlight white screen.
