What is the best countur cutting vinyl cutter that can cut around heat transfer paper I have already printed I would like to keep it below 500 bucks as I am trying to save for a truck (im 15 and just got my permit) I was wondering if any of the cricut cutters they sell at walmart can do this i couldnt really tell.....

To contour cut you need a cutter with an optic eye. Those types of cutters are usually much more then $500. I would check on the internet for a used one, perhaps on Ebay or a similar site.
