What type of print is this?

Hi all. Does anyone know what print type this is? The letters sre thick and raised but have a shiny metallic finish that is smoothe to the touch. Feels like it could be a speciality heat press material that can be cut with a vinyl cutter but it could also be a high grade plastisol. Any ideas?
