What kind of transfer is this?

I can’t quite figure out how they made this transfer. It is very thin - you can tell that the material is transparent, and the transfer is kiss-cut. What do you think they used to print it? And on what? And how did they apply it? It almost has the same consistency as one of those water slide decals you’d use for one of those plastic model cars you’d make as a kid.
