As Pixelpimp says, it looks like puff ink. And yes, there are transfer films that do something similar. Siser 3D Xpand is one, but I think it's being phased out.
SignWarehouse still has some in stock.
Chemica also makes one called Magic Flex.

This one we call it as puff print,

When the ink is heated,sth expander in ink comes vaporization,so makes it 3D effect.

Yes,use screen printing is ok.

I don't know what you mean vinyl sheets,but One transfer called flock heat transfer can do similar,hand-feeling is different.
