I been noticing that when I want to wash my screens(emulsion) to put the next design in. The previous design(ink) is still stuck on the screen after all the emulsion is removed? Am I not cleaning it good enough when I use the ink remover?

That is called a "ghost" image, just use haze remover to clean it out.

Screens don't need to be de-ghosted that often. It's just the mesh becoming dyed and doesn't really affect print quality. If you reclaim a screen properly then a ghost should be fine...
