I have never heard of that in Photoshop, and I have been using Photoshop since 1992. That is terminology used in vector programs like Illustrator to make two separate vector elements become one element.
Easy. This is done by converting your font into a vector image. In PS, Select your font layer to be converted, then point over the layer > RIGHT click > Convert to shape. Thats it! Font is now vector shape.
Using the pen tools, select the shape you want weld with and move.
