Stupid question im sure, but im a newbie,
After i have exposed my screen and im washing the emulsion out of the stencil, do i have to do that in a dark room or am i safe to hose off outside since the screen has already been exposed to UV light?

You still need to wash out in a dark room or area. Otherwise the unexposed area of the screen (your design) will become exposed.
It is best to wash it out in a room without any sunlight but if you are in a pinch, it can be done outside. Put it in a good, heavy trash bag and take it to a shaded area and wet it down while in the bag. Let it sit for a few minutes and then rinse it with pressure once the emulsion softens up. You can even wait until it gets dark out and then you don't have to worry about sunlight. Again, it's not ideal, but it works.

You do not have to washout in a darkroom, if you take it from the darkroom right to your washout area the image will not be exposed thst quick. If the abient light in your hose yard could expose a image that quick trust me there would not be countless threads on building exposure boxes.

Depends on what kind of emulsion you're using, and how bright the sun is, I'd say--I don't think I could get away with carrying a screen too far outside here during the day.
