In my state, a vendors license is defined as:

For vendors with a fixed place of business (store, restaurant,etc,) or have a location from which they are dispatched (landscapers, janitorial and maintenance service providers,etc.). Vendors must have a separate license for each business location for which they are operating such as two or more stores, restaurants, etc.

Say I plan to sell my T-Shirts online not in an actual store, would I still need a license or should be exempt since I'm not selling in an actual store.

How in the world would we know the answer when you don't list your location? Your only source of valid information is your own state office. Having said that, I suspect you might need a license of some sort, especially to buy at wholesale pricing. I may be confused. In your state, is a "vendors license"the same as a "resale license"? Or is it the same as a "business license"?
