im trying to make a clothing line and i got the logo to start making my clothing but the logo is not trademark i dont got the money to trademark right now but can i still use the trademark symbol on my logo?

Yes, you can ™ things on your own, but you cannot ® without registering for it.

Just because you put a ™ on something doesn't necessarily mean it's valid for trademark. Good Morning™ doesn't count.
what about if i start using the logo with the trademark symbol can someone steel my logo and register it?

Technically, yes they can. But if you have proof of "use in commerce" that precedes their trademark application, you can take legal action to gain rights to the mark.

First use in commerce is what will ultimately determine ownership of the mark.

Get a bunch of pens printed with your logo, address (Get a box at a local pack'n'ship or UPS store... not post office if you want to be able to receive UPS packages), and phone number. Leave them all over the universe. Anyplace that doesn't have their own pens that need signatures. Next to the ATM (if the bank doesn't give out free pens of their own), grocery checkouts (sign for your credit card, leave the pen there), etc.

This will not gain you any business. I don't think I have ever gotten a customer that called from finding a pen (back when I tried doing this). But you'll have your pen order with a date, and proof all over your town that this business, at this address, with this phone number, owns this logo.

When you are ready to apply for your trademark registration, you will need to identify what goods you want to protect the mark for. Since you want to protect the mark as a clothing brand, I wouldn't rely on pens and social networks as sufficient proof of usage. You should use the mark more closely associated to your intended usage: Print shirts, Custom labels or hang tags, Publish your logo to an e-commerce site... Keep receipts every time you get something made that features the mark and every time you sell something that features the mark.
