For the price, it should do the job.

Whats the difference between this one and say one that cost $800 - $1200 dollars?

Other than wattage and heating unit size.. how much more heat or effective would a more exspensive one be??

You can't buy a flash dryer that's too big. I started out with a 16x16. I've got an 18x24 from Vastex. Much better, easier to get an even flash because of the size. I paid $795 for mine and it was worth every penny. Paid an extra $125 for the heavy-duty base with caster, again, worth the money.

You can only afford what you can afford, but when buying any piece of equipment, if you can get better stuff, it means you won't be replacing it as quickly to upgrade later, and your used equipment loses value quickly. Get the best you can afford when you need to make a purchase. You won't regret it.
Also, look at flash dryers that can be upgraded to an auto base, which is a unit that moves the flash dryer head in & out over the platen using a foot petal, along with a timer that determines how long the flash head stays over the pallet. Really great if you do a lot of flashing; helps keeps from over flashing & scorching the shirt. If you get called away from your press, the flash head will just move back out of position after the time dwell.
