Just because someone will sell you some art, does not mean it is legal to resell on garments. Lots of IP theft going on these days due to the rise of Print On Demand marketplaces, like Merch by Amazon. Sorry, that's of no real help. Just a heads-up to keep an eye out for obvious IP infringements.

First you must decide the target market . Want to print fast for tourist ? For fashion? . In any case avoid "dedicated" marketplace, unless you want to be : "just an other one". Good designs cost around 300$ an easy go up to 700$ and come with a very specific licence.

You have the option to pay by credit that you buy. Standard license $1.00 is 1 credit. You can buy a subscription or pay per image. I choose to pay with credit. You just have to pay ahead of time. A standard license (1 credit) allows you to print up to 250,000 copies. And there are many free graphics available.

again, not true

the standard license is indeed for printed materials (like conference flyers, business cards, etc.),
but you have to get get the expanded license to print on t-shirts and those are $30 for each image

  1. VectorStock® grants you a worldwide multi-seat, non-exclusive, non-transferable, license to use and reproduce vectors in the following ways, in addition to and including all Standard License applications.
    1. You may use the content on items (digital or hard copy) for resale such as t-shirts and fabric prints, flags, postcards, stickers, posters, coffee mugs, calendars or the like.
