Hmmm... if I can remember correctly, I think Adobe InDesign has a catalog template. When I have a moment I'll open it up and take a look.
If not, there are plenty of outsource service that you can purchase high quality catalog templates or have them created. Most of the time, they won't cost you much more than a decent lunch. (around $20)
Also, some dye sub suppliers, at one time, had generic unbranded product catalogs where all you had to do is put your name / label on the back along with pricing stickers on the inside and you were in business. Nothing customizable but great for getting started and for having product info to give to potential customers.

I believe Coastal and Conde have generic catalogs for this purpose.

I believe you can open/edit Conde's PDF catalog in CorelDraw.
