stuck Emulsion

Hi guys! Ive been doing alot of work for my friend lately and whenever i get to reclaim any screens they washout fine but I'm always left with a outline of the image in stuck emulsion(see pictures) I know it isn't ink because it happened when I reclaimed a screen I didn't run any ink through and ink wash out fine, and isnt ghosting

any ideas people ? Thanks!
