SignPal Ultra GRC61 Startup problem

Hello to all :)
I´ve a SignPal Ultra GRC61 cutter.
The machine was stored for about 8 years.
At startup only goes to the first row on lcd screen and stop.
Electrical issue on power supply?

Please advise me.
