Hey I wanted to know if you can apply Oracal 651 to Printable matte scrim banner.

This is just short term for something personal. I just need to know if the vinyl will stick.

It should stick fine. Oracal will stick to almost anything (yes, even the dog). Not sure I'd do it for something long term, but for a short while it should be ok.
