I am printing white ink over a black shirt with a white under base. The graphic has very fine lines and detail. If I choke the white under base one point it really erases many areas of the design on the under base. If I stroke the design on top it really alters the graphic to much. My question is do I really need to choke a white under base under white on a black shirt?

No you do not need to choke the under base where the highlight white will print . I use to do as others suggested and print/flash/print the underbase but that gives you a 3 coat where your colors are and make for a bullet proof print. I would though use a higher mesh for the highlight white for ink and dot gain control.

If it is a small run just do what Decal_Designs suggested. Print/Flash/Print with the same screen. If it is a big run on an automatic press and you just want to go around just once then yes put the white base under the white with a flash in between. Don't choke too much. If there are thin lines in the design and the choke makes some parts disappear I don't think it should be an issue. Your top white will still show the line. Maybe not as bright as the rest of the design but its just a thin line.

Or you can butt register if you can and your automatic press can hold it, meaning no choke and align both whites perfectly. I wouldn't recommend it though.
