Shipping T-Shirts internationally

Hello, I am a screen printer but I also own a clothing brand. I have recently started selling shirts internationally and was curious what the cheapest method to ship internationally. So far USPS is the cheapest with a rate of $23.00 for a flat rate but I see a lot of companies shipping internationally for less than $20. How are they doing it?

They may be subsidizing the shipping and/or using a "consolidator"....
