I don't the original poster is talking about selling printing services, they're talking about a wholesaling a clothing line to a retail storeWe have been wholesalers for over 30 years, our general rule is that we only wholesale the printing aspect. Therefor our wholesale customers can up-charge the shirt part to what they want.
We offer price breaks at different quantities and also have a "OFF the street" printing sheet wich is 3x's the wholesale prices for customer that want to bring in their own shirts.
