I think that depends on what are you selling white or black t's?? 1 or 2 colors even 3???
But I would go with the #2 , because on #1 is a white lie LOL but people would notice that, you can always use a quote like over 72 pcs "free shipping"

If you intend to charge $4.95ea even on multiple (i.e. combined) purchases, definitely $11.94 and free; nothing annoys me more as a purchaser than stores that don't combine shipping charges to save the customer money.
