i brought this t-shirt last week haven't receive it yet in the mail. what type of print is this. Description says( hand screen printed,specialty inks,print has a soft hand feel)

You could print that with 4 color process. Screenprinting.

my guess, water based ink for soft hand feel, or plastisol with additives. Definitely process screen printing
