Ruler is adjusting in increments instead of going to that spot on the ruler

I use to be able to input where I wanted to go on the ruler and it would take the cursor there. Now when I put in a number it goes that distance instead. Anybody know what I did and how to get it back? Example if my cursor is at -2 and I put in 7 it goes to 5 instead of 7.:confused:
