I am looking for a free or VERY inexpensive program i can use to print out designs to practice with. I have tons of ss16 stones I have to do something with and thought I might as well make some transfers myself and use them as gifts to get the word out that I am trying to start out.

You say "print" out. Are you actually trying to print the design on paper and set by hand? If so, then FunTime rhinestone software has a version that is about $50 that allows you to design and PRINT rhinestone patterns, or at least they used to.
