When the ink cart chips need to be reset, I pull the cartridge and set it back. Is there another way or program that does this that won't require the lifting of the cartridge off the printhead?

Popping the cartridges out and in is the only way to do this. If they are not resetting you need to make sure your doing it the right way. Step 1 is to push the Ink Button once, Step 2 is to pop the cartridge out then in that has the ink light on, Step 3 is to push the ink button again to execute. If the ink light still stays on try again. If it still doesn't work try cleaning the gold tabs on the chip on the cartridge with a pencil eraser. Also look at the gold prongs on the carriage itself and make sure you have 7 of them for each cartridge. If it still doesn't work you may need to replace the cartridge. If you have cleaning cartridges try replacing them with those to see if the ink light turns off. If it does turn off that will tell you the other chips are bad.

There is also a free Epson SSC utility download that helps with resets

Yeah it seems the utility will only reset the cartridges when they are down to a certain level. But if the chip on cartridge is bad it will still need to be replaced or it will not reset at all.
