There really isn't a definitive shelf life. Some transfers require different instructions. I would think that the transfers are quite old since Impulse Wear has not used that name for a few years.
Proworld transfers shelf life.
I purchased a 15x15 heat press from a woman who sold pillows. along with the purchase included thousands of transfers from both impulse wear and proworld. most transfers did not transfer is there an actual shelf life to transfers?

The older the transfer the more heat and higher pressure you use can help.
Take one of the transfers and cut it up so as not to waste any more than you have to. Try 385 degrees at super high pressure on a scrap garment and see if that works. Then adjust accordingly either up or down depending on outcome.
