Unless i am misunderstanding what your saying...
You can not cut a jpg. There is no cuttable data there.
You need to trace it to produce the lines a plotter needs to cut.
Problems with importing file
I'm using Sign blazer elements software and can't seem to get a jpeg file to import and cut . Looks good on the page and is a true jpeg or png file , but cuter says it is bitmap
any ideas ?

You need to trace it to produce the lines a plotter needs to cut.
All bitmap (pixel) images, jpg, png, tiff, bmp, etc, need to be VECTORISED before cutting. Your cutter doesn't understand pixels, only points, or 'nodes' that it cuts between with straight lines.
I personally don't like most inbuilt vector tracing options and prefer to use VectorMagic to produce my vectors.
