I would print Vinyl ink on that stuff...

A digital printer could probably print on that, I just always slip into screen...

That vinyl you are referring to is not made to be printed on. There is vinyl that can be printed on but you would need the proper printer and vinyl for the inks in the printer.

Do you know of any kind of vinyl that would work? that can also be pressed on to shirts?

We use an eco-solvent printer with vinyls made for that type of ink. There are different vinyls we use to print on depending on the usage.
