If I use epic poly white as an underbase can I print over it with standard plastisol colored inks or should I add a low cure additive to those additional top colors?
I've never used epic poly white on blends, I have used it on 100% polyester and haven't had great luck with it holding up well.

You need low cure additive for all layers. Otherwise the colors will wash out.
Be careful with the flash cure as well.

Add stretch additive and it will work much better.
