You have 2 options:
1. Sublimation: Works only for polyester fabrics, and will have defects.
2. Cut and sewn: The best but expensive option... Probably around $25-$30/shirt.
Printing a design all over a t-shirt
I wanted to print a design on a t-shirt that goes all over it kind of like polka dots but I’ve been having trouble finding a printer that can do that. Are there any websites anyone knows of that can do it? Or if anyone knows any printers in NY that can do it please let me know.

You can also have a screen printed all over print for cotton garments. But you would need to be printing a lot of them to make it cost-effective.
