Not sure about screening but with heat transfers, it's to remove any moisture and flatten the fibers.
Pre-heat shirt?
Hey, does everyone run their shirts under the dryer once before printing, or is this necessary if you're working with FOTL, and other "pre-shrunk" shirts?
Are there other reasons to do it? ink flow maybe?

Just as Chuck said, for DTG we prepress for 10-sec to remove moisture, flatten the fibers, and give a nice wrinkle free surface to print on.
