hi,

I don't know the correct way to do that but what I do is create an 8.5x11 inch blank image then copy and paste my image into it and position it at the top where i want it.

i have a lot of 4x11 pieces where I print for coasters and it only uses half. thats the right size for magnets and small items. in that case I create a blank 4x11. be sure the blank file created is 300 dpi and transparent, rgb

I don't know what the exact commands in Elements are, but if you choose "Print Preview", you should get options on where on the page to print your image, using measurements from the top and left side. Photoshop (and Elements) really aren't designed as page layout programs. If you want to print multiple items on a page you are better off exporting the image and using layout software. Both Adobe InDesign and Microsoft Publisher are meant for this. If you don't have either of those, you can download Open Office for free and use Draw. Make sure you export your images at high resolution. You are better off resizing in Elements first, rather than resizing in the page layout program.

Edit: I forgot to mention this, but if you are using color management/ICC profiles, only InDesign can do this. Publisher and Open Office cannot use color management and leave it to the print driver.
