One-Stop-Shop Design Service?

Looking for a service to supplement my 1-man art department. I was hoping to find a good, reliable and affordable service that can provide vectorizing services, simple to sim-process t-shirt designs, dye-sub designs, banner layouts and the normal things associated with the t-shirt biz.

I am open to a monthly subscription based service or a per job rate. I would need art prepared per my or my client's requests, as well as "artist's discretion" type of work. Mostly school, sports and boutique type of work.

A marine/fish artist would be a huuuge plus.

Can you recommend such a service? I have tried Kapa99, they could not complete a single simple task.
