NY state Air Facility Registration question for Screen printers.

Hello,

I'm trying to get legal with the state of New York and their online system, OPAL, is telling me if I designate myself as a Graphic Design/Printing company in NY I need to get this...

I looked under the exempted emission points and it states that inks/coatings applied by hand were exempted activities. Do any of you have these? Can I safely ignore this? It seems like it is intended for the major players using mega automation.

I'm a big fan of the adage "Tis better to beg forgiveness than to ask permission." but... I thought I'd get your read on this particular 1st.

You're not a Printer are you? Your a Screen Printer right? Does OPAl say anything about Screen Printing or Textile Business or does it include that in Printing?
It asked me to tick "yes" or "no" to a list of activites that included Screen Printing.

I think it's just so much "stuff" but was unable to find another designation that more closely matched what I'm about...
I guess you'll have to comply than. You only have to go through it once though right?
