What are you going to be doing: htv, inkjet transfers, screen printing, DTG?

By templates do you mean designs? You can put any design (photographic, solid colour, eyc) on a t-shirt without needing a template as long as you have the equipment to print/press that type of design.

Google 't-shirt template vectors'. Tons out there. Many are free.

CorelDraw would be more for creating from scratch, or making templates to sell. There is little to no tshirt templates in CONNECT. You would be better searching the internet.

Advanced Tshirts make some extensive plugins for CorelDraw with tons of content. Their plug in system has a bit of a learning curve, but it is for those that won't or can't make content from scratch and want a pool of images to pull from.
