Transfer printers will be able to give you a free sample of a 3 color job, just not a sample of the artwork the customer wants; at least not without you paying for it. But this would also be true with a regular screen printer as well.
Most companies have a minimum. And for a 3 color job you're looking at anywhere from $100 and up.
