Hi I have seen a lot of vinyl vendors at flea markets or festivals with pre cut vinyl decals of various "Licensed" material such as pokemon, sports teams, band logos, and various pop culture material like hello kitty.

I am wondering what resource they are from since i am looking to make some decals for my car , I am willing to pay for some vector files if any, and I need a good recommendation for a starter machine as this is something that could help me create personalized gifts.

99% of them are selling illegally. Depending on the copyright owners, if they are caught they will be sent a cease & desist, or immediately be sued. There have been some massive raids on large counterfeiters in the past month. One company was participating because "cease & desist never works". So I'd expect to see more immediate-lawsuits in the future with no C&D warnings.
