What program are you using to open the files? I am using photoshop, but I cannot use the burn or contrast tool to darken the images. Is anyone else having this problem?
Yes I have been having it myself and it seems to be an issue with the transparency in the PhotoShop. The files were actually created in PhotoShop as the illustration tool. What I do when dodge and burn is not working is to duplicate the layer and use the erase tool, I erase everything but the areas I want darker.... So far this has worked for me in all instances.

When I can't get dodge, burn etc. to work, it's usually because a mask is selected instead of the image.
Or because the brush I'm painting with is set to use an incompatible blend mode.
Or because alpha in the current layer is zero.
Or because I've got too much beer :) (Too much control of that now, it never happens any more :().
