I am designing a shirt to make the colorways in these Jordan's. The jordans colors are powder blue and black. What is the pantone for powder blue? Or something very similar?

If you design t-shirt a lot, get the pantone formula guide solid coated that most screenprinter use

Posting a picture and asking what color it is is a loaded question. Every sets their monitor differently, and very few are truly calibrated. Next question is, is the white balance of the photo you posted correct?
If you want an accurate answer, get a Pantone formula set.
