If you can find someone who sells licensed transfers that you can apply to your own blanks then you may have room to make a little money and stay out of trouble, other than that you would need a license which I'm sure is out of the question.

There's always option #2 (come up with a different idea)

Hope this helps.

Yes, that would be the only way to do it. Without a license, you wouldn't even want to touch any NFL or collegiate licensing stuff.

Find a wholesaler that already has a license and buy them for less than $20 a piece. Places like New World Sales - Wholesale Licensed T-Shirt, Apparel, Collectibles Source - Clothing Retail Supplier has quite a few licensed t-shirts that you can buy wholesale once you establish your business and setup an account.

You may need to set yourself up as a business to get something like this done right.

It's hard to say what you're up for and what would be too much for you to deal with, but another option would be to sell original t-shirt designs that you make up.
When you say you have a place to sell them, do you mean a physical store or website? If you are an established retailer, you can set up an account through a licensed manufacturer or distributor. You may need to hit high minimums though. But it's probably worth checking out.
Also try the license show. They use to have it in NYC, but they started moving it around the country to get more exposure.

Sometimes companies will bargain if you give a higher percentage. Not saying it's true for NFL or Colleges, but it's worth a try.

If you have a retail store (and a tax id number or resale permit), then you can open a wholesale account with any licensed manufacturer or distributor you want.
