You can download "Gimp" from the internet free of charge. You can do your own designs or edit other images.

Inkscape is a vector creation program and is also free.

If your looking to purchase something I recommend either Corel or Adobe CS products. You'll get your money's worth, but if you're looking for cheap or free try what these guys are talking about.
