How different does a logo have to be in order for not violating any copyright laws??

The font is what makes it the logo.

The word "El Paso" is what's in question. In order to use it, they charge some thing like $500 a year. Would if be in violation if I remove the front and rear tail?

I looked for the font but could not find it.

There are tons of logos done in just Helvetica.

You're fine but if it's a lesser known font I would stay away from using the same font, colors, or being in the same market as them, it could get confusing.

There is not % change or any "test" - if the mark holder feels you are infringing they can go after you - always keep that in mind.

thats what el paso is in english, if they say you used their logo tell them you were just using the word not the name.

depending on how you use it, it means the pass as in passage way to where ever, step being the same thing "steps towards a goal".
sorry for derailing the thread but back on topic, change the font to be safe.

Just change the font and avoid the hassle. If the city decides you are violating their trademark they will certainly do something about it; after all, its your money they'll be paying the lawyers.
